BIOGRAPHICAL SKETCH A native of DeKalb, Illinois, Robert F. Topp received his Bachelor’s degree (1938) from Northern Illinois State Teacher’s College, and his master’s (1941) and doctorate (1949) degrees from the University of Colorado. In 1960 Topp was appointed the Dean of the College of Education at Northern Illinois University. Prior to assuming responsibilities at Northern, Topp held the following positions: Elementary school Teacher, Genoa and Aurora, Illinois; Assistant Superintendent of Schools, Boulder, Colorado; Director of the Laboratory School and Elementary Student’s Teaching Division; Dean of the Graduate School of the National College of Education, Evanston, Illinois; Assistant Professor of Education, University of California in Santa Barbara. After serving on Northern’s faculty for nine years, Topp resigned from his post and accepted a new position with the United States International University, Elliott Campus, near San Diego, California. Author of more than fifty published articles on education, Dr. Topp’s professional affiliations include American Psychological Association, American Association of School Administration, National Society for the Study of Education, Illinois Education Association, Division of Higher Education, and the National Education Association.
