SCOPE AND CONTENT The collection documents the professional activities of Charles Everton Howell as a Northern Illinois University faculty member and administrator from 1942 to 1964.  Records include correspondence, minutes, reports, and publications describing Howell's involvement on campus boards and committees and his directorship of the Bureau of University Research.  Researchers should note the materials from the Civilian Defense Program and Committees as they contain important information on NIU student morale during war-time emergency in 1942. The University Archives also holds various record series from the Bureau of University Research which relate to this collection. BIOGRAPHICAL SKETCH Charles Everton Howell, a native of Oelwein, Iowa, was born in 1899.  From 1928 to 1937 Howell attended the University of Iowa where he received all three of his degrees including a doctorate in sociology.  After serving as the administrator of an adult education program for the Tennessee Valley Authority (1934-1936), Howell came to Northern Illinois State Teachers College. From 1938 to 1955 Charles Howell served as a full-time faculty member in the Social Sciences Department.  Because of his interests in behavioral sciences, Howell began working on several committees concerned with social problems such as juvenile delinquency, health, discrimination, and public welfare both at Northern and throughout the state.  Howell also served on numerous boards and councils including the University Council, Internal Budget Committee, City Planning Commission, and the Board of Higher Education.  In 1956, Howell was appointed part-time Director of the Bureau of University Research, a newly organized division responsible for gathering information and releasing statistical reports on NIU students, staff, and the twenty-one counties in the region.  Howell continued to teach courses in sociology until 1958 when he was named full-time research director for the university.  Dr. Howell retired in October of 1965.
